Somedays, the world just doesn't make sense. This is one of those stupid things that makes me want to tear my hair out and run screaming to....well...anywhere else. CIPSA is stupid enough for a whole boatload of politicians, but apparently, NAIS is keeping a whole 'nother boatload of ignorant lawmakers busy.
